Six Things About Richmond That Change the Specification

Five of these are published figures, from the City or from the building code, and one is the City's own description of its ground. Between them they push a Richmond project toward decisions that would be over the top across the water and are ordinary here.

Richmond gives a covered outdoor structure an easy roof and a hard everything else. The design snow load is half the North Shore's, so the beams are not the problem. What decides the project is the ground the posts land on, which the City itself describes as still settling, and the wind, which arrives across open delta with nothing in front of it.

The land is low, and the City says it is still going down

Richmond's Climate Change and Flooding fact sheet describes the city as a collection of islands with an average height of 1 metre above sea level, part of the historic floodplain of the Fraser River, and forecasts land in Richmond moving downwards by 0.2 metres by 2100 as it settles into the delta. That is the published position, not our reading of it. What we take from it in the shop is that shimmable post bases, footings sized on real bearing figures rather than on a span table, and a building connection with a little movement tolerance in it are all cheap at quoting stage and expensive afterwards.

Peat and fill decide the footing before the span does

Bulletin BUILDING-12 is addressed to single and two family dwellings, so it is not a statement of what a covered structure requires, and this page does not pretend otherwise. What it does show is how far the ground varies inside one municipality. The City splits it three ways: clay composition with undisturbed soils, less than 15 cm of sandfill and firm bearing generally needs no geotechnical input; disturbed, backfilled or questionable ground needs an evaluation report from a geotechnical engineer; and where peat is present the City requires a report, confirmation of compaction, engineered foundation design and Letters of Assurance. That is why a site visit here is a ground question as much as a measuring one.

The snow number is half the North Shore's, which moves the problem

BC Building Code Table C-2 gives Richmond a 1-in-50 ground snow load of 1.5 kPa with an associated rain load of 0.2 kPa. The same table gives North Vancouver 3.0 kPa and Vancouver City Hall 1.8 kPa. Those are code values; the City of Richmond publishes no design load of its own. Our view of what that means on site is that accumulated weight is rarely the governing case here, so members can be leaner than a North Shore equivalent while the hold downs, the post bases and the tie back into the building carry more of the work. Saving money on the anchorage is the failure mode in this market.

There is nothing upwind of a Richmond yard

Richmond is flat and low. Table C-2 puts the 1-in-50 hourly wind pressure at 0.45 kPa, exactly the figure it gives Vancouver City Hall and North Vancouver, and at the 1-in-10 return period Richmond is marginally higher at 0.36 kPa against 0.34 kPa for both. So the difference is not in the number, it is in the terrain: farmland, dike top and open water on most approaches, and no ridge or mature canopy to break the flow. Our preference on an exposed lot is track guided screens over open hem, a closed cassette over an exposed lateral arm unit, and a wind sensor threshold set conservatively.

A new roof is a new catchment on ground that has to be pumped

Water here does not run downhill and leave. The City reports 49 km of dikes, 598 km of drainage pipes and 39 drainage pump stations, and its fact sheet states that average rainfall intensity in Richmond has increased by approximately 15 per cent over the past 20 years. Table C-2 gives a one day rain of 86 mm at 1-in-50 and 1,070 mm of annual rain. Gutter sizing, downpipe count and above all where the discharge lands on a flat lot are therefore design decisions taken before installation, not tidying up afterwards.

Winter here is wet and dark rather than cold

The code's January design temperatures for Richmond are minus 7 Celsius at 2.5 per cent and minus 9 at 1 per cent, with 2,800 degree days below 18 Celsius and 1,100 mm of total annual precipitation. Very few evenings out here end because of the cold. They end because it is raining and because it went dark at half past four. That changes the order of purchase: overhead cover, a lit and screened flank, then heat to hold the space once you are using it, rather than heat first.

01Low sun and wind control

Screens are the system that suits this terrain best. A flat lot with no mature canopy has a low sun problem from mid afternoon that no overhead structure reaches, and an open wind problem that an unguided fabric panel simply loses. Track guided motorized screens solve both: the fabric is held in a side channel instead of swinging in the gap, it drops to cut glare and close a flank, and it rolls fully away when the weather behaves. On a lot with clean fetch the sensor settings matter as much as the hardware.

02Out when you want it, away when you do not

Retractable Awnings

The Richmond decision is about the closed position rather than the open one. A unit left standing out on a lot with no shelter takes the full wind, so the useful questions are whether the fabric and motor seal into a closed cassette, how the arms are supported at full projection, and whether the sensor retracts early enough to matter. None of that shows up in a catalogue photograph.

Patio Covers

A solid roof in glass, polycarbonate or aluminum is what makes a space usable in the months the weather closes it, and on this terrain it is also the system where the groundwork matters most. A freestanding frame puts everything into its own footings on ground the City itself describes as still settling, and an attached one puts it into a wall while adding a catchment to a lot that has nowhere for water to run.

Outdoor Heating

Because the season here is ended by wet and darkness rather than by frost, heat is what holds a covered space in use rather than what rescues it. Radiant infrared lands on people and surfaces instead of trying to warm air that an open sided space cannot keep. Mounted into the structure it takes up no floor area. On a commercial patio there is a further point: the City's patio guidelines set a clearance and an approval mark for standing radiant units, which is a specification decision rather than an inspection surprise.

The detail belongs on the product page. The local note worth making is short: an adjustable blade roof is a flat roof when it is closed, which is the shape Richmond's accessory building height brackets treat least generously, so the height question is worth asking before the design is drawn.

Richmond housing stock gives you a lot of glass, a lot of sky and very little shelter. Most briefs here are about putting some of that back without losing the openness that made the lot worth buying.

What It Stands On, and What Stops It Lifting

Everywhere else in the Lower Mainland the hard question about a covered structure is how much load the roof carries. In Richmond it is the two things underneath and above that: what the posts are bearing on, and what holds the whole assembly down when the wind comes across open ground. Here is what is published, and where the honest answer is that nobody can tell you from a drawing.

The City publishes how much its ground varies, not what your lot is

Bulletin BUILDING-12 sorts Richmond into undisturbed clay with a shallow sandfill, disturbed or backfilled clay, and peat, with a different professional requirement attached to each. It is written for single and two family dwellings, so it does not set a rule for a patio cover, and we are not going to pretend it does. What it tells you is that the determination is made lot by lot and that assuming a standard footing detail on a Richmond address is a guess.

The governing load case is not the one people expect

At a 1-in-50 ground snow load of 1.5 kPa, Richmond sits at half of North Vancouver and below Vancouver City Hall, while sharing their 0.45 kPa hourly wind pressure with none of their shelter. In our experience that reverses the usual conversation. The beam sizing gets easier and the anchorage, the post bases and the connection back to the building get harder, which is exactly the part of a quote that is invisible once the structure is up.

Near a dike, the footing position is a survey question

Flood Plain Designation and Protection Bylaw 8204 holds landfill and structural support required to support a floor system or pad back 7.5 metres from a dike right of way where a standard dike exists, and 30 metres where one does not. The bylaw is written about floor systems and pads. The City publishes nothing saying whether a post carrying an open roof falls inside that wording, so on a dike adjacent lot that is a question for Building Approvals before a design exists, because the answer can decide freestanding against attached.

Where the water ends up is part of the structure

Adding a roof adds a catchment, and on a lot with no fall the discharge point is a decision rather than a consequence. With 39 drainage pump stations doing the work the city does by gravity elsewhere, and rainfall intensity up around 15 per cent over 20 years by the City's own measure, gutter and downpipe capacity gets worked out against the actual roof area at design stage.

Restaurant Patios and the Two Routes Richmond Offers

Richmond runs a named Patio Program with its own published design guidelines, and a permanent patio is explicitly not managed by it. Those are two different projects with two different specifications, and picking the wrong one is how an operator ends up paying for a design that cannot be approved. The quoted rules are in the approvals section below. What follows is what they mean for the equipment.

Program route: everything has to be demountable

If the patio runs under the program then nothing ties back to the building and the whole thing has to come apart inside 24 hours. That rules out anchored posts and cast footings, which in practice points the specification at freestanding umbrellas, weighted bases, clip fixed side panels and lighting that unplugs. The City also states on its Patio Program page that applicants are not required to secure a structural engineer for patio designs.

Program route: weather protection yes, enclosure no

Partial enclosure is allowed and full enclosure is not, with the test written as a share of the perimeter wall area. So the design target is a wind and rain line on two sides at most, not a room. On the equipment side that favours transparent and retractable panels over solid ones, because they can come down without being removed.

Permanent route: a different department and a different drawing set

Where the operator wants additional occupant load or is changing the building structure, the project leaves the program and goes to Building Approvals with its own fees and review times. That is the route a genuinely fixed roof, an attached canopy or an enclosure would take, and it is where the ground and anchorage questions from the section above come straight back in.

Heat is allowed, and it carries a fabric decision with it

Standing radiant heaters are permitted with a Canadian approval mark and a published clearance from combustible material, and where approved propane devices are used the coverings and walls around them have to be a registered flame retardant material with the label visible. That is a fabric line item at quoting stage. Fire pits and open air fires are out entirely.

Steveston is its own conversation

Inside the Steveston Village Heritage Conservation Area every patio structure needs a Heritage Alteration Permit regardless of construction value or location, and some go to Council rather than being issued by the Director of Development. Build that into the programme before committing to an opening date.

Local planning

Richmond Publishes Very Little About Patio Covers and a Great Deal About the Ground Under Them

There is no City of Richmond document that names a patio cover, a pergola or a louvered roof and gives it a threshold of its own. The real limits sit in the zoning bylaw, in a flood plain bylaw that covers the entire municipality, and for businesses in a named patio program. Everything in the four panels below is taken from the City's own current documents, accessed 19 September 2026, and is a starting point for your conversation with Richmond rather than a determination about your property.

Building permits & zoning

One small exemption for accessory buildings, one for low patios and decks, and after that the zoning bylaw does the work. Two City pages disagree with each other about decks, which is worth settling directly.

One accessory building under 10 square metres, and that is the exemption

The Building Approvals FAQ states that one accessory building with a floor area less than 10 square metres, or 107.6 square feet, does not require a permit unless it contains operating mechanical equipment, and that the location must still conform to the Zoning Bylaw. That is one building, tied to floor area, and it releases you from nothing else.

What counts as a building here

Zoning Bylaw 8500 defines a building as a temporary or permanent structure having a roof supported by columns or walls, for the shelter or enclosure of persons, animals, materials, chattels or equipment. Read against that, a freestanding cover with a solid roof looks more like an accessory building than like the accessory structures the bylaw lists, which are things such as flagpoles, swimming pools and tennis courts. The two categories carry different height and siting rules, an open slat pergola may sit differently again, and because the City names none of these products, which category a specific structure falls into is a question for Richmond rather than something to assume from a drawing.

Height is bracketed by area and by roof shape

In residential zones permitting single detached, two-unit, three-unit and town housing, the bylaw caps detached accessory building height at 3.0 metres pitched and 2.5 metres flat under 10 square metres, and 4.0 metres pitched and 3.0 metres flat above it. Where these brackets apply, a flat roofed accessory building over 10 square metres is held to 3.0 metres rather than to the height of the house. The section opens with exceptions and the phrase unless otherwise specified in a zone, so the governing number for a given lot has to be confirmed with the City.

The rear yard has a coverage ceiling, not just a setback

The bylaw allows detached accessory buildings up to 70.0 square metres in the rear yard provided the area of all detached accessory buildings located entirely or partially in the rear yard covers no more than 40 per cent of the rear yard. On a lot that already carries a shed or a detached garage, that ceiling is often the binding number rather than the setback.

An attached awning has its own projection allowance

Awnings, sunshades and canopies may project into a required yard for 2.0 metres or for 50 per cent of the length of the required yard, whichever is less. Separately, the bylaw states that cantilevered roofs, eaves and gutters may not touch or encroach over a property line.

Going past that projection is a permit process, not a right

The bylaw allows awnings, sunshades and canopies to project up to the lot line only where greater projection is required for weather protection purposes and the lot projection is approved by the City through the development permit or development variance permit process. Both conditions, not either.

The City's two pages on decks do not read the same way

The Building Approvals FAQ lists among the things not requiring permits minor modifications such as landscaping, including patios and decks less than 600 mm, or 2.0 feet, above grade. Richmond's InfoCentre answer states that a building permit is required for all deck structures. Because a raised deck is usually what a cover lands on, settle this one with Building Approvals before anyone orders steel.

What applies to a given Richmond property depends on the lot, the structure and which of the City's overlays touch it, and several of the questions above genuinely have no published answer for an open roof. Step two is where a Richmond job is won or lost. Whether the ground under the posts is clay, fill or peat, and whether a dike right of way is close enough to matter, both change the design, and both are cheaper to find out about with a tape measure in your hand than with a drawing already approved.

Does a patio cover need a permit in Richmond?

Probably, and the City does not publish a rule that names the product. Richmond's only published exemptions are one accessory building with a floor area under 10 square metres, which must still conform to the Zoning Bylaw, and patios and decks less than 600 mm above grade. Zoning Bylaw 8500 defines a building as a structure having a roof supported by columns or walls, which is why a covered structure tends to be looked at as an accessory building rather than as an accessory structure. Since no City document names a patio cover or a pergola, treat review as the starting assumption and get the category confirmed by Building Approvals.

How tall can a freestanding cover be in a Richmond back yard?

Where the accessory building brackets in Zoning Bylaw 8500 apply, a detached accessory building under 10 square metres is capped at 3.0 metres with a pitched roof and 2.5 metres flat, and above 10 square metres at 4.0 metres pitched and 3.0 metres flat. A closed louvered roof reads as flat, which is the less generous bracket. The section opens with exceptions and with the phrase unless otherwise specified in a zone, so the number that governs your lot has to come from the City rather than from this page.

The whole city is a flood plain. Does that affect a patio cover?

It might, and anyone who tells you definitely yes or definitely no is guessing. Bylaw 8204 designates all lands within the boundaries of the City as floodplain, and its construction level provision is written about finished floors, floor systems damageable by flood waters and pads supporting a space or room used or usable for dwelling, business or storage of goods. Whether an open, unenclosed roof falls inside that wording is not addressed in anything the City publishes. Ask Building Approvals, and ask for the site specific elevation while you are there, because the bylaw's schedule is a map rather than a table of figures.

My lot backs onto a dike. What should I check first?

The setback in Bylaw 8204, before a design exists. It holds landfill and structural support required to support a floor system or pad back 7.5 metres from a dike right of way where a standard dike exists, and 30 metres where one does not. The wording is about floor systems and pads, and the City publishes nothing saying whether a post carrying an open roof is caught by it. That is exactly why it is a survey stage question: the answer can be the difference between a freestanding frame and a structure attached to the house and cantilevered toward the view.

Do I need a geotechnical engineer for footings on Richmond soil?

Not necessarily, and the City has not published a rule for accessory structures either way. What it does publish, in Bulletin BUILDING-12 and addressed to single and two family dwellings, is the pattern: undisturbed clay with less than 15 cm of sandfill and firm bearing generally needs no geotechnical input, disturbed or backfilled ground needs an evaluation report, and peat needs a report, confirmation of compaction, engineered foundation design and Letters of Assurance. There is no map that tells you which of those your address is. It is determined lot by lot, which is why we look at the ground on the site visit.

How much snow and wind does a structure here have to be designed for?

BC Building Code Table C-2 gives Richmond a 1-in-50 ground snow load of 1.5 kPa with a 0.2 kPa rain load, a 1-in-50 hourly wind pressure of 0.45 kPa, and an 86 mm one day rain at the same return period. For comparison the same table puts North Vancouver at 3.0 kPa of snow and Vancouver City Hall at 1.8 kPa, while all three share the 0.45 kPa wind figure. These are provincial code values. The City of Richmond publishes no design snow or wind load of its own, and your structure is designed against the site rather than against a table.

Why do you push track guided screens so hard in Richmond?

Because of what is not standing in front of your yard. The code wind figure for Richmond is the same as Vancouver's, but Richmond is flat and low, with farmland, dike top and open water on most approaches and nothing to break the flow. A screen held in a side channel keeps its shape in that air, while an open hem panel of the same fabric moves around and eventually finds its weak point. It is a terrain judgment rather than a rule, and it is the single recommendation we make most often here.

What should I actually look for in an outdoor heater?

Start with radiant rather than convection, because an open sided space cannot hold warm air long enough for a convection unit to matter. After that it is coverage at your mounting height, whether the unit is fixed or standing, and the approval mark. On a Richmond commercial patio that last one is explicit: the City's patio guidelines require a heater approved for use in Canada with a ULC, CSA, Intertek, QAI or other approved mark, and set a minimum 1.0 metre clearance from combustible material. Comparing heaters on output alone is how people end up with a warm strip of concrete and cold guests.

What does a large patio cover cost, say twenty feet by twenty?

We will not put a figure on a footprint, because at that size the footprint is the least decisive variable. The roof type moves it, freestanding against attached moves it more, and on a Richmond lot what is under the four posts can move it further than either. A structure of that area is also comfortably past the City's 10 square metre accessory building exemption, so an approval path comes with it. Give us the site and we will quote the actual structure rather than a size.

Can a Richmond restaurant put a roof over its patio?

It depends which route the patio is on, and the two routes are genuinely different. Under the Richmond Patio Program the design guidelines state that patios must not have structural adaptations such as attachments, canopies, roof coverings or extensions that connect to existing buildings, require at least 50 per cent of the perimeter wall area to stay open with no fully enclosed patios, and require the patio to be removable within a 24 hour period. A permanent patio is not managed by the program at all and goes to Building Approvals with its own fees and review times. Establish which one you are on before anyone draws anything.

Does being near the airport change what I can build outside?

It can, but narrower than people assume. The Official Community Plan discusses canopies as an aircraft noise measure inside its Multiple Family Guidelines, asking that private open space in aircraft noise sensitive development mitigate noise through siting and architectural treatment that does not result in the area becoming indoor living space, and requiring an acoustic report for development permit applications inside the Aircraft Noise Sensitive Development Map. Those are guidelines for multi-family development permits, so they bite on a strata terrace going through that process rather than on a homeowner adding a cover to an existing detached house. I am in a Steveston building. Is there an extra step?

For a patio structure, yes. Bulletin INFO-52 states that a Heritage Alteration Permit is required for all patio structures located in the Steveston Village Heritage Conservation Area, regardless of construction value and location. Some of those can be issued by the Director of Development and others require City Council approval, so the timeline is worth establishing before an opening date is promised.

No. Confirming and obtaining what the City requires stays with the property or business owner. What we hand over is the system specification, the drawings and the project information an application is built from, plus an early flag where we think a question needs an engineer or a City conversation rather than an assumption.
