The Numbers Burnaby Publishes About Itself

Most municipalities give you one design climate. Burnaby gives you two, and the gap between them is large enough to change a structure. Every figure below comes from the City's own documents, and each one is sourced in the approvals section further down this page.

Burnaby asks two different questions of the same product range. On a terrace in Metrotown, Brentwood or Lougheed the binding constraint is who has to approve the work and what you are allowed to fix into a building envelope you share with everyone else in the tower. On a lot in Capitol Hill or on Burnaby Mountain it is grade, water and a ground snow load the City publishes at two different values. Work out which question your property is asking and the system almost chooses itself.

One city, two sets of design values

The City publishes climatic and seismic design values from two observing sites: one near Simon Fraser University at 330 metres elevation, which applies to the SFU area, and one at Burnaby Mountain Terminal at 137 metres, which applies to all other areas of Burnaby. Ground snow load is 2.9 kPa in the first set and 2.7 kPa in the second. The City's own guide for prefabricated aluminum awnings and patio covers requires the structural engineer to indicate Burnaby climatic design data on the drawings, so which set applies is settled at design stage rather than discovered later.

The wet half of the load case is where the mountain separates

Associated rain load is 0.7 kPa for the SFU area against 0.4 kPa for the rest of Burnaby, so the wet component published for the upper mountain is close to double the one published for the flats, while the ground snow load itself rises by only 0.2 kPa. Rain landing on snow that is already sitting there is the case that flattens an undersized roof. The Code combines the two through factors rather than by adding them, so the sizing is the engineer's work, but it is the reason a cover on the mountain and the same cover near Edmonds are not the same order.

Wind reads the same everywhere here

Hourly wind pressure at the 1 in 50 probability is 0.47 kPa at both observing sites, and the 1 in 10 figures are 0.35 kPa and 0.36 kPa. Wind is not what separates one Burnaby address from another, which is worth knowing because it tells you where the design effort belongs. For a fixed roof the governing question is snow and rain. For a fabric system it is sensor behavior and whether the thing actually retracts when it should.

A roof is a catchment, and this one catches a lot

Published annual rain is 1,850 mm for the SFU area and 1,840 mm elsewhere, with a one day 1 in 50 rainfall of 150 mm and 140 mm and a 15 minute rainfall of 10 mm at both sites. Gutter capacity, downpipe count and the discharge point get sized off the real roof area and those intensities. On a sloping lot the discharge point matters twice over, because the water has somewhere to run once it lands.

Two lakes and more than ninety creeks

The City describes its own aquatic network as two lakes and over 90 creeks and streams, and the streamside development permit area is drawn by distance from a top of bank rather than by area of the city. Whether a specific lot is caught is a question for the City, but the consequence for design is the same everywhere: where the posts go becomes the first decision instead of the last, because moving a structure a few metres can decide which approvals you are applying for.

Slope and flood risk are property flags, not map overlays

Burnaby has real grade on the mountain, on Capitol Hill and across the Deer Lake and Buckingham benches, and it handles that through a flag on the property record rather than through a hillside development permit area. The City's intake checklist for additions to existing houses asks for a geotechnical report where the property is flagged as a floodplain or slope instability area, along with a sealed geotechnical Letter of Assurance. The same checklist asks for a BC Hydro clearance checklist and an elevation diagram, both signed and sealed by an engineer. Where a lot has an overhead service, raising a roof plane over a deck moves structure toward it, so that check belongs in the survey.

Retractable Awnings

The practical case here is a terrace where you want the sky most of the time and cover occasionally, and where a permanent roof either will not be approved or will not suit the elevation. A closed cassette seals the fabric and the motor away between uses, which matters on an exposed upper floor far more than at ground level.

Restaurant & Hospitality Patios

The first thing to settle is whether your seating is on your own property or in the public realm, because Burnaby runs a separate program for the second and it is specific about what can go overhead. Get that answer first and the system shortlist follows from it rather than being cut down afterward.

04Usable months

Outdoor Heating

Radiant infrared, mounted into the structure, because a space open on one or more sides cannot hold warm air long enough for convection to do anything. There is a Burnaby specific reason to size this against the space rather than repeat a heater count: the City's published climate data gives the SFU area roughly 13 percent more annual heating degree days than the rest of Burnaby. A covered patio on the upper mountain needs more output for the same number of usable evenings than the identical patio at Metrotown.

Approval and fixing method decide this project. What the building will accept is usually a harder limit than anything the product cannot do.

Position the structure first. Where it sits can decide whether the project is one application or two, and that is worth knowing at survey.

Project type one: shared envelope

Terraces in Metrotown, Brentwood & Lougheed

On a tower or townhouse terrace the product is the easy part. What decides the job is that the surface you want to fix to belongs to everyone in the building, and that the space underneath is somebody's ceiling. Five practical consequences follow, and none of them are about shade.

Consent comes before design, not after

The City publishes a form for exactly this situation and lists it among the documents wanted before an application is accepted. That means the conversation with whoever controls the building happens while the design is still movable. The published requirements and their sources are set out in the approvals section below.

What you may fix into, and what you may not

A membrane over occupied space, a podium slab and a parapet are three different answers. Where penetration is not available, weighted and ballasted bases, freestanding frames and building-independent structures are real options rather than compromises. Which one is right is a site question we answer before quoting.

The water still has to leave

A roof on a terrace creates a catchment where the drainage was designed without one. On a shared terrace the discharge point is not yours alone, so it is settled with the building rather than assumed, and the gutter and downpipe capacity is sized off the actual roof area.

Height changes the wind story even when the map does not

The published hourly wind pressure is the same figure across Burnaby, but an eighteenth floor terrace is not the same exposure as a back yard. For fabric systems that shows up as sensor placement and retraction thresholds, and for fixed systems as connection detailing.

Getting the material up there is part of the specification

Elevator dimensions, loading bay hours, protection of common areas and whether anything needs to be craned all shape what can be built. We work these out before quoting rather than discovering them on install day.

Project type two: your own ground

Detached Lots on the Slopes and Benches

On Burnaby Mountain, Capitol Hill and the Deer Lake and Buckingham benches you own the ground and the envelope, so the constraints move from approval to physics. This is where the split design climate actually costs or saves money.

Your elevation decides your load case

The two published data sets are not a rounding difference. Ground snow load and associated rain load are both higher in the SFU area set, and a structure sized on the general figure is not the same structure. The engineer needs to know which one applies before drawing anything.

Footings on a fall

Ground that slopes changes footing depth, stepping and retention, and it changes how material reaches the work area. A gentle fall barely registers. A steep one becomes the largest single variable in what the installation costs, which is why we price it after looking rather than before.

Look up before you raise the roof plane

Where a property is served overhead, adding a cover moves structure toward the service drop. The City's addition checklist wants the clearances demonstrated by an engineer, so this belongs in the site survey and can decide the height, the position or the roof type.

Creek proximity is measured, not eyeballed

The streamside area is drawn by distance from a top of bank, and a lot can be inside it without being shaded on a map. Where a structure can sit on a creekside lot is worth establishing at design stage, and the City's published triggers are in the approvals section below.

Where the structure sits in the yard

Burnaby's zoning treats a covered deck, a canopy and a freestanding structure as three different things with three different allowances. That distinction decides whether a design fits in a required yard, and it is set out with its sources below.

What the City of Burnaby Publishes

One municipality, six separate things worth reading before a design is fixed. Everything below is quoted from the City's own current documents, accessed 19 September 2026, and is a starting point for your conversation with the City rather than a determination about your property. Confirm your own project with Burnaby before you rely on any of it.

Building permits

Burnaby publishes no Burnaby specific area or height threshold that lets a roofed outdoor structure skip a building permit. The Building Bylaw prohibits starting construction of any building or structure without a permit in force, and its only exemption is a cross reference to Part 1 of the BC Building Code.

The City's own sentence on when a permit is needed

The Home Improvement Permits page states that any construction project that includes the excavation, erection, enlargement, alteration, removal, fire repair or demolition of any building or structure including accessory and temporary buildings requires a permit. That is the plainest statement the City publishes, and it is where a Burnaby project starts.

Awnings and patio covers sit in the addition category

The same page says any change to a building's footprint or an increase in floor area is considered an addition, and it names awnings and patio covers among the existing accessory structures whose expansion counts. The next sentence says new accessory buildings or detached garages are classified as new buildings instead. So the intake path depends partly on whether you are expanding something already there or adding something new.

Deck Cover and Canopy is printed on the application form

The residential additions and alterations application form carries a scope of work checklist, and Deck Cover/Canopy is one of the printed options alongside Deck/Patio, Attached Carport and Solar Panels, among others. The same form asks whether a tree permit is required and whether the property is being converted to strata title ownership.

An aluminum patio cover is an engineered submission

The City publishes a dedicated guide for prefabricated aluminum awnings and patio or deck covers on single and two family dwellings, still linked from the current additions page. It asks for two complete sets of drawings signed and sealed for structural content by a BC registered professional engineer, together with Letters of Assurance Schedule B, and it states that the structural engineer is required to indicate Burnaby climatic design data on drawings. That is why the two published data sets below matter at design stage.

A development permit can now come first

The City posted a process change effective 1 July 2026 stating that for some projects a development permit will be required before a building permit can be submitted or issued. That changes the order of work rather than just adding a step, so it is worth raising at the first call to the City.

What applies to a given project depends on the property, the structure and the use, and several of the questions above are answered by the property record rather than by looking at the site. Step two carries the weight in this market. Elevation and strata title are the two facts that reroute a project, and both are established by looking rather than by guessing.

Burnaby Questions

Do I need a building permit for a patio cover in Burnaby?

Assume yes and confirm with the City. Burnaby's Home Improvement Permits page states that any construction project including the erection, enlargement or alteration of any building or structure, including accessory and temporary buildings, requires a permit. The Building Bylaw prohibits commencing construction of any building or structure without a permit in force and its only exemption is a cross reference to Part 1 of the BC Building Code. There is no Burnaby specific square metre or height figure that lets a roofed structure through.

Does an aluminum patio cover need an engineer in Burnaby?

The City's guide for prefabricated aluminum awnings and patio or deck covers on single and two family dwellings asks for two complete sets of drawings signed and sealed for structural content by a BC registered professional engineer, with Letters of Assurance Schedule B, and it states that the structural engineer is required to indicate Burnaby climatic design data on the drawings. That guide is still linked from the current additions page. Confirm what your specific project needs with the Building Division.

I live in a strata. Does the City want the strata's approval?

The City publishes a Consent to Construction form, which is signed by the registered owner, strata council or property manager, and it appears on the submission checklists for R1 additions and alterations under the documents required before the application is accepted, signed for all units where applicable. Separately, the Planning Division's agent authorization form states that where a property is strata titled the strata council represents the owner and strata council meeting minutes are required to show that owners have supported a planning application. Those are two different documents for two different processes, so ask the City which applies to you.

How far can a cover project into my yard?

The Zoning Bylaw allows balconies, covered or uncovered decks, canopies, sunshades and their supporting structures to project into a required yard by no more than 1.2 metres, or 50 percent of the width of a required side yard, and it does not permit balconies to project into required yards in R1 at all. The same 1.2 metre figure decides whether a covered deck is excluded from the lot coverage calculation. Setbacks and classification are property specific, so confirm yours with the City.

How tall can a freestanding structure be?

In an R district the bylaw states that an accessory structure that is not a building, excluding a fence or retaining wall, located outside a required front or side yard, shall not exceed 4.6 metres in height. The R1 district table publishes accessory buildings at 4.0 metres and one storey. The City does not publish which of those classifications an attached roofed cover on a house takes, so that is worth settling with staff before a design is drawn rather than after.

There is a creek near my property. What changes?

Possibly the order of the whole project. The streamside area catches any parcel that contains a stream or sits within the published distance of a top of bank, whether or not it is shaded on the City's map, and construction of or addition to a structure is one of the listed activities. The City's own checklist says a streamside development permit must be applied for prior to applying for a building permit and approved prior to issuance. On many lots the structure can simply be positioned clear, which is why this is a survey question.

Does a townhouse or apartment terrace need a development permit?

Not established, and anyone who tells you flatly either way is guessing. The Form and Character Development Permit Area covers apartments, townhouses, commercial and industrial development, and owners inside it must obtain a development permit before undertaking development. The City also publishes an exemption for minor improvements that do not materially affect the form and character of the development, and it does not name shade or shelter structures on either side of that line. The City's advice is to contact planning staff in advance to find out whether a permit is required.

What can a Burnaby restaurant put over a street patio?

Under the Active Patio Program, which covers seating in the public realm, the guidelines permit umbrellas or other weather protection within the patio footprint, removed and stored daily, on a single post. Tents or other structures are not permitted and the space cannot be enclosed. Fabric must be flame spread rated per the BC Fire Code, CAN/ULC S109, and the patio has to be removable within 24 hours notice. The guidelines do not address adding a new building mounted awning above a street patio, so put that to City staff. Seating entirely on your own property is a separate conversation.

Can I put a structure on a condo terrace without drilling into the building?

Often yes. Freestanding frames, weighted bases and building-independent structures exist precisely because a membrane over occupied space is not something to penetrate casually, and on a shared terrace the surface is not yours alone. Which approach works depends on what the terrace is built on, how much weight it will take and what the building will accept, which is why this is answered at survey rather than from a photograph.

How much does a 20 by 20 patio cover cost?

We will not put a number on a footprint alone, because the same 20 by 20 changes price several times over depending on roof type, whether it is attached or freestanding, what it mounts to, what the footings have to do and which of the City's two design data sets applies to the address. Those are the questions we work through on site, and answering them in advance usually makes the visit shorter and the quote firmer.

What is the best way to heat an outdoor patio here?

Radiant infrared, mounted overhead into the structure. A space open on one or more sides cannot hold warm air, so most convection output simply leaves. Radiant energy arrives on people and hard surfaces instead, which is why it still works outdoors. Sizing is worth doing properly in this market: the City's published climate data gives the SFU area 3,100 annual degree days below 18 C against 2,735 for the rest of Burnaby, so the same layout does not buy the same evenings at both elevations.

Do you handle the permit application?

No. Confirming and obtaining what the City requires is the owner's responsibility, and on a strata property so is getting the building's consent. What we provide is the system specification, the drawings and the load and product information that the application and your engineer need, and an early flag where we think a consultant will be involved.

Do you offer repairs or servicing in Burnaby?
